  8. William A.  (Bill) Tynan, W3XO, has been named HamVention 1996
  9. Amateur  of the Year by the Dayton Amateur Radio  Association.
  10. Bill   has  championed  the  cause  of  VHF/UHF   enthusiasts,
  11. worldwide.  He had been contributing editor for QST Magazine's
  12. "World  above 50 MHz" column for eighteen years,  providing  a
  13. medium to nurture new communication techniques,  encourage  DX
  14. performance and improve contesting rules on the VHF/UHF bands.
  15.  
  16. He  pioneered the establishment of the Radio Amateur Satellite
  17. Corporation  (AMSAT).  From  the founding days  of  the  first
  18. OSCAR-6  launch to his present post as President of  AMSAT-NA,
  19. Bill  has  sacrificed much of his personal  time,  talent  and
  20. resources  to  the  promotion and development of  the  amateur
  21. satellite  program.   His vision continues with the advent  of
  22. the  Phase  3-D project,  scheduled for  launch  in  December,
  23. ushering  in  an  entirely  new  dimension  of  amateur  radio
  24. operation.

  259. to mid-September.   He plans to operate SSB only,  not nets or

  263. very  promising  for the April XZ1N  DXpedition,  though  some
  264. regulatory  matters  between the Myanmar military and  related
  265. ministries  need  to  be ironed  out.   Word  from  Yangon  is
  266. encouraging, however.
